Freie Schulen sind unverzichtbar. Sie bieten für rund 10 % der Berliner Schülerinnen und Schüler eine hochwertige, werteorientierte Bildung, während das Land Berlin rund 280 Millionen Euro jährlich auf Kosten unserer Kinder und Jugendlichen spart – nur ca. 50% der Gesamtkosten werden vom Land getragen.
Was adressiert die Kundgebung konkret?
Ein geplanter Senatsbeschluss zum Schulgesetz gefährdet massiv die Zukunft der freien Schulen:
- Die Finanzierung bleibt bei nur 93 % der Personalkosten vergleichbarer staatlicher Schulen – dabei sinken diese durch Verbeamtung, neue Betreuungsschlüssel und Quereinstiege stetig.
- IT, Schulsozialarbeit, Miete, Instandhaltung, Ausstattung uvm. finden keine Berücksichtigung in der Finanzierung – die aufgezählten Positionen sowie die Differenz aus Personalkostenzuschüssen müssen durch Schulgeldeinnahmen von den Eltern in Form von Schulgeldzahlungen beglichen werden.
- Der neue Schlüssel für einkommensabhängiges Schulgeld würde zu einer strukturellen Unterfinanzierung führen und letztlich alle Eltern innerhalb unserer Gemeinschaft benachteiligen, da die Unterfinanzierung wiederum durch steigende Schulgelder ausgeglichen werden müsste.
Unsere Forderungen:
- Keine Benachteiligung von freien Schulen und somit keine Benachteiligung von Kindern, die eine freie Schule besuchen
- Eine gerechte und verlässliche Finanzierung
- Faire Finanzierung auch für Sachkosten, Sonderpädagogik, IT, Sozialarbeit, Fort- und Weiterbildung
- Umfangreiche Anpassungen der geplanten Schulgesetzänderungen für Schulen in freier Trägerschaft

Independent schools are indispensable. They provide around 10% of Berlin’s students with a high-quality, values-based education, while the State of Berlin saves approximately €280 million annually at the expense of our children and youth – only about 50% of the total costs are covered by the state.
What is the demonstration specifically addressing?
A planned decision by the Senate regarding the School Law poses a serious threat to the future of independent schools:
Funding remains at only 93% of the personnel costs of comparable public schools – even though these costs are continually decreasing due to civil servant status, new staff-student ratios, and alternative teacher pathways.
IT infrastructure, school social work, rent, maintenance, equipment, and more are not considered in the funding model – these costs, along with the gap in personnel cost contributions, must be covered by parents through tuition fees.
The new model for income-based tuition would lead to structural underfunding, ultimately disadvantaging all parents in our community, as this underfunding would have to be compensated through increasing tuition fees.
Our demands:
No structural disadvantages for independent schools – and thus no disadvantage for children attending them
Fair and reliable funding
Fair financing for material costs, special education, IT, social work, training, and professional development
Significant revisions of the planned amendments to the School Law for independent schools
